| 摘 要： | 发达国家的农业应急管理设置有完整的应急管理机构体系,应急管理的法律体系完善,重视灾害的预防管理及应急教育,重视灾害应急中的社会参与。当前,我国的农业应急管理存在缺乏统一的综合性农业应急管理机构、法制不健全、管理不完善等问题。借鉴发达国家的经验,我国在农业应急管理方面需完善机构体系、运行机制与法律体系,增强预警能力、危机意识和救灾能力,建立应急管理风险评估机制,并发展民间非政府应急组织。
