我国地方政府投融资平台的风险成因与政策建议

结合贯彻落实党的十八届三中全会关于"建立规范合理的中央和地方政府债务管理及风险预警机制"的精神,以地方政府融资平台存在的风险为切入点,从机制风险、项目风险、操作风险、信贷风险等方面,发掘地方政府融资平台所蕴含的风险,并从地方政府、商业银行、外部监管、长效机制等多角度,提出了防范和化解地方政府融资平台风险的政策建议。

The Risk Factors and Recommendations for Policy -making of China＇ s Local Government Investment and Financing Platform

This paper, combined with the implementation of the spirit at the Third Plenary Session of the 18th CPC Central Committee about ＂to establish a rational central and local government debt management and risk early warning mechanism＂ , taking the risk of local government financing platform as a breakthrough point, from these aspects, such as mechanism risk, project risk, operational risk, credit risk, to explore the local government invest- ment and financing platform risk and from multi - angles such as local government, commercial banks, external supervision and long - term mechanism, puts forward some recommendations for policy - making to guard against and solve the local government financing platform risk.
