| 摘 要： | 我国高等教育领域的不公平现象是高等教育大众化过程中的政策性缺失所致的必然现象，完善政府责任是促进高等教育公平的主轴。文章通过对影响高等教育公平的政策性缺失的理性思考，提出政府应在教育公平与发展效率相统一原则的基础上，以制度和机制的创新为主线，追求教育公平和资源配置合理化。

| Abstract: | Injustice in Higher Education would be inevitable if policies are absent in the process of popularizing Higher Education. So it is important for government to take greater responsibility in promoting justice in Higher Education. With a rational reflection of the policy absence that affects justice in Higher Education, the article suggests that the government stick to the principle of treating justice and efficiency in developing equal education, and at the same time perfect system and mechanism in order to realize justice in education and resources disposition. |
