| Abstract: | Technical post-evaluations of technical transformation projects used to be qualitative and the results likely to be subjective. The authors have made quantitative analyses by introducing the principle of value engineering, combining technical advancement with economic rationality. The evaluation process becomes more reasonable and the results more convincing. |
