| 摘 要： | 建立中国特色的社会保障体系对市场经济的高效率运行，社会资源合理配置，促进社会稳定发展具有重要功能。当前，在我国社会保障体系建设中应解决一些思想上的认识问题，全面理解社会保障作用，解决国家和集体（单位）包揽过多、个人自我保险意识淡漠等偏差，建立多层次、权力与义务相对应的社会保障体系，推动市场公平竞争，维护社会稳定，促进社会保障事业的发展。

| Abstract: | It is important for China to maintain a vibrant and stable market economy while providing social assurance to Chinese citizens. It is also a situation of reasonable social resource. Presently, all aspects of society and the role of individuals should be considered. Make a balance between collectives(organization) and individuals of the amount of works. Maintain development of fair competitions and steadfast society due to social assurance system with balance of rights and obligations. |
