公共R&D社会经济影响评估的国际实践

随着我国政府R＆D投入的不断加大，社会公众对公共R＆D投入的绩效日益关注，对其产生的社会经济影响进行评估的诉求也逐渐增强。但是，由于对公共R＆D的社会经济影响评估存在许多困难和不确定性，目前世界上还未形成一种公认的、可靠的和有效的评估方法。本文通过对介绍国际上公共R＆D社会经济影响的评估实践，希望能为国内研究者和科技管理部门提供借鉴。

International Practice on Evaluation of Socio-Economic Impact of Public R&D

With the expanding governmental investment on research and development （R＆D）, the public has paid more and more attention to the performance of the public R＆D. There is increasing demand on the evaluation of socio-economic impact of the public R＆D. However, since to evaluate the socio-economic impact of the public R＆D has existed difficulty and even uncertainty, there is no reliable and valid approach accepted in the world. This paper introduces some international practice on evaluation of socio-economic impact of public R＆D, which provides lessons learned for domestic researchers and S＆T administrative departments.
