| 摘 要： | 以A市为例,利用影子价格理论,通过对SO25 a期和10 a期交易价格与其影子价格进行对比分析,结合该市社会经济的发展阶段,提出排污权交易初始分配价格的调控方案.据此指出,在排污权交易初始分配价格制定过程中,应参考其影子价格所处阶段.当排污权交易的影子价格分别处于"陡坡带"、"平缓带"和"高原带"阶段时,其初始分配价格应分别保持在较低位、较高位和最高位,从而达到控制污染,促进经济增长方式转变,引导产业结构调整的作用.
