农业强省的内涵特征、初步评价及发展策略

加快建设农业强国，要以农业大省为主要载体。根据农业强省的丰富内涵和特征，构建51个三级指标的综合评价体系，采用熵权TOPSIS法和耦合协调模型分析各省份农业强省的建设程度和子系统的协调发展程度。结果发现，目前农业强省发展程度普遍较低，且区域差异较大，东部地区优于西部地区；大多省份的子系统之间发展不够协调。因此，在建设农业强省时，要因地制宜发展特色农业产业，也要更加注重农业农村和农民的协调建设。

The Characteristics, Preliminary Evaluation, and Development Strategies of Strong Agricultural Provinces

To accelerate the construction of an agricultural powerhouse, it is necessary to use agricultural provinces as carriers. According to the connotations and characteristics of strong agricultural provinces, a comprehensive evaluation system of 51 three level indexes was constructed. The entropy weight TOPSIS method and coupled coordination model were used to analyze the construction degree of strong agricultural provinces and the coordinated development degree of subsystems. The results showed that the development level of strong agricultural provinces is generally low, and there are significant regional differences with the east region better than the west region; the development of subsystems in most provinces is not coordinated enough. Thus, it is necessary to develop characteristic agricultural industries according to local conditions, and also pay more attention to the coordinated construction of agriculture, rural areas, and farmers.
