摘    要:评标是保证施工招标成功的关键环节,应遵循公平、公开及科学择优的原则,对投标方案进行客观的综合评估与选择。该文针对目前评标中的问题,提出了相应对策,运用层次分析模糊决策法进行评标,不受决策者的主观因素影响,较为客观、准确地反映出了各投标人的实力,使工程施工招标评标更加科学、客观、公正及合理。

Abstract:Evaluating programs is a key part in public bidding of construction projects,and the evaluation process shall be carried out according to the principles of fairness, open competition,and scientific deciding so that the bidding programs can be evaluated comprehensively and objectively,and the superior program be selected. In this paper,the fuzzy decision method and the analytic hierarchy process(AHP) are applied to the evaluation programs in the public bidding of construction projects. A practical case is presented. By application of AHP and fuzzy decision method in the public bidding of construction projects, the evaluation result is unlikely to be influenced by the subjective factor of the decision maker,therefore,it can accurately and objectively reflect the real strength of every bidder,so it is more scientific,objective,fair and rational than ever.
