| 摘 要： | 针对近几年来洪灾损失大 ,旱灾持续时间长 ,沙尘暴影响范围广的具体情况 ,在总结以往经验和教训的基础上 ,着重的分析和研究了突发性灾害、缓发性灾害的危害 ,探讨了非工程措施在国民经济发展中的地位与作用 ,根据国家 1998— 2 0 10年减灾规划 ,因地制宜地提出了非工程减灾防灾对策 .

| Abstract: | This paper states that in recent years flood caused many losses,drought lasted a long period,sand storm affected a large region.Basing on the experience and moralism,it analysis gusty and slow harm.and it also studies the status and role of the non-engineering measures in national economy development.Finally,it presents some strategies to prevent the harm according to the national plan for disaster prevention and control from 1998 to 2010. |
