| 摘 要： | 规划即筹划、计划,尤指比较全面、长远的计划。我国现阶段政治、经济和社会状况下,编制具有前瞻性、科学性、合理性的规划的可能性问题值得思考。针对政府主导的规划,从经济社会的可预见性、规划编制方法和过程以及编制规划的目的等方面,对此进行了初步地分析。
