| 摘 要： | 在全民医保的目标下，如何实现医保的全覆盖，是各地都在积极努力、积极探索的问题，困难人群存在的特殊性．使其成为实现全民医保的瓶颈。实施政策倾斜，推进困难人群参保，建立健全覆盖城乡的医疗保障体系，逐步提高统筹层次增强共济能力，是突破这一瓶颈的有效措施。

| Abstract: | Under all the people health insurance＇s goal, how to realize the health insurance entire cover, is each region in the great effort, the positive exploration question, the difficult crowd exists the particularity, causes it to become realizes all the people health insurance bottleneck. The implementation policy incline, establishes the perfect cover city and countryside the medical safeguard system, enhances the overall plan level to strengthen altogether the Jinan ability gradually, breaks through this bottleneck＇s effective action. |
