| Abstract: | The competitive abilities of a nation's integrative national power lie,all in all,in her competitive abilities of technology, innovation and talents.And the bloom of high-tech depends upon those highly qualified talents of ours.Therefore,in order to ensure the rapid development of Kaifeng,which is to be based upon a reliable talent system,steps in making strategies and plans must be quickened,with the aim of establishing an open,flexible and scientific system of exploiting the highly qualified talents. |
