This paper introduces the survey of the factors of the information literacy development of the undergraduates in three universities in Q Province, and on the basis of analyzing the survey data, reveals the factors restricting the information literacy development of the undergraduates in colleges and universities of Western China including the poor awareness of using library＇ s electronic resources to get professional information, the language disorders, the school purpose of quick buck, the perfunctory attitude of learning, the lack of electronic equipment and basic knowledge of computer, and the inadequate capacity of using new tools to transform the information, etc.
