摘    要:接受教育是现代社会公民的基本人权。教育公平既是社会公平的基础,又是实现社会公平的重要手段,政府应有制度保障公民获得平等的发展机会这一伦理底线。教育公平是相对的、动态的公平。它一方面要求社会平等对待其成员,教育权利、教育机会和教育资源对所有人平等开放;另一方面要求以人的全面和最高发展为目的,注意个体差异,发展个性化教育。

Abstract:It is a modern social citizen's basic human rights to accept education.The education justice is both the foundation and important means of society's fairness. The government should have systems to ensure citizens the bottom line of ethics of the same developmental opportunity.The education justice is relative and dynamic.It requires the society to treat the public with justice on one hand,and give them the same educational right,education chance and educational resource;on the other hand,It demands to pay attention to the individual difference and develop individualized education with the purpose of developing in an all-round way and to utmost.
