社会心理的演变与行政管理的改革

在计划经济年代,中国的社会结构简单,信息渠道狭窄封闭,公民无法自由流动,社会心理趋于稳定和保守。改革开放后,中国公民的生活空间和精神空间大大拓展,社会结构出现了显著分化,公民的权利意识和维权意识普遍提高。面对公众社会心理出现的重要变化,各级政府应该深入把握公众的维权规律,加快行政改革的步伐,引进民间智慧参与公共管理。只有让所有的公民生活的幸福、有尊严,政府才能凝聚全社会力量,同心同德,同舟共济,共同建设和谐社会。

The Change of Social Psychology and Reform of Administrative Management

In the era of planned economy,social psychology tended to be conservativeand stable since that Chinese social structure was simple,information was closed and citizens could not move freely.After the reform and open to the outside world,the Chinese citizens＇ living space and spiritiual space have been greatly expanded and social structure has been divided clearly.The consciousness of citizens＇ rights and safeguarding their legal rights has universally raised.With the development of civil social psychology,all the governments must grasp the law of citizens＇ safeguarding their legal rights,quicken the steps of political reform and introduce folk wisdom into the administrative management.Only all the citizens live happilyand gracefully,can the government pool the strength of the entire society and build a harmonious society with one heart and one mind.
