| 摘 要： | 本文主要从科技政策和科学与技术的社会功能角度探讨了国家创新体系中知识创新与中国未来要走的新型工业化道路之间的关系 ,指出加强这方面的建设将对未来中国的科技事业产生的积极影响。本文还以日本、美国为例 ,分析了两国在执行各自科技政策方面对科学和技术的重视程度不同而带来不同结果的原因 ,并指出了这些经验教训对中国发展科技走新型工业化道路的借鉴作用。同时 ,本文还对怎样科学合理地对知识创新经费投入问题进行了分析并提出了建议

| Abstract: | This article mainly discusses the relationship between the blueprint of Chinese Neo-industrialization and knowledge innovation,pointing out what an important role the knowledge innovation plays in achieving this idea1.Besides,in order to make these arguments more persuasive,this article also presents a series of concrete examples drawn from the experience of U.S and Japan during their development to strengthen this point of view,and at the same time makes a suggestion on how to invest scientifically and properly towards the basic research. |
