高速公路BOT项目全寿命周期融资风险评价及控制

摘    要:针对高速公路建设资金筹集困难、筹资主要渠道单一的现状,在高速公路项目采用BOT模式进行融资的基础上,提出了高速公路BOT项目全寿命周期融资风险的灰色模糊评价方法.运用灰色模糊预警模型对高速公路BOT项目在全寿命周期融资过程中所面临的风险进行评价分析,利用专家打分法进行风险指标权重的确定,结合层次分析法并运用白化权函数等对评价模型进行优化.最后通过案例验证了模型的科学性和合理性,并对模型计算结果进行了评价及风险控制研究.

Abstract:Directed against the highway construction financing difficulties and that financing main channel is single,based on the analysis of the highway project financing for BOT mode,the whole life cycle of the highway BOT project financing risk with grey fuzzy evaluating method is proposed.In the whole life cycle,using grey fuzzy warning model of highway BOT project financing to evaluate the risks in the BOT process of analysis,the expert scoring method is used to determine the index weight of the risk,combined with analytic hierarchy process (ahp),and using the whitenization weight function of evaluation model is optimized,finally the scientificity and the rationality of the model is verified by case,and the model calculation results are analyzed and researched on risk control.
