| 摘 要： | 建立和完善巨灾保险法律制度,是有效应对我国巨灾风险的需要;是组织全社会力量抗灾、救灾的需要;是构建社会主义和谐社会的需要;是克服传统保险法局限性、更好地发挥保险业功能的需要。随着经济和社会的发展,探索和制定适合我国国情的巨灾保险法律制度,为现实所必要且必需。
