通过制度建设推进我国实验动物福利伦理审查工作

摘要:尽管我国实验动物福利伦理审查工作已取得很大进展,但实验动物福利伦理委员会( IACUC) 在履行职责时还存在一些问题,包括其法律地位尚未明确、规章制度缺位、能力有待加强和科研人员的重视程度不够等。 借鉴涉及人的生物医学研究伦理审查办法,本文提出 4 点针对性建议:首先,在《条例》中提出实验动物福利伦理工作的管理要求;其次,制定国家层面的实验动物福利伦理审查管理办法;再次,以培训工作为抓手,提升 IACUC 业务能力和审查水平;最后,项目申请和论文发表环节严格要求遵守动物福利伦理要求。 我国亟需建立完善的实验动物福利伦理审查制度,提升相关福利伦理审查工作能力,助力科学技术的发展。

Promotion of the Ethical Review of Laboratory AnimalWelfare through Institutional Construction

Abstract:Although great progress has been made in the ethical review of laboratory animal welfare in China, thereare still some problems in the performance of IACUC including the unclear legal status of IACUC, the absence of rules and regulations, weak ability of IACUC and the insufficient attention of researchers. Based on the ethical review method of biomedical research involving human beings, 4 suggestions are put forward. Firstly, the management requirements of the ethical work of laboratory animal welfare are put forward in the “ Statute on the Administration of Laboratory Animal Use” . Secondly, it formulates the national level of laboratory animal welfareethics review regulation. Thirdly, the ability of IACUC should be improved by training. Finally, the project application and paper publishing process should strictly abide by the animal welfare ethics. It is urgent for China to establish welfare ethical review system, to improve the ethical review of laboratory animal welfare and facilitate the development of science and technology.
