兰州市地质灾害特征与防灾战略

根据多年来对兰州市滑坡、泥石流灾害的调查研究,分析了兰州市区地质灾害的现状、分布特征、灾害类型及形成灾害的不良地质条件和不同类型水的作用与人为活动等诱发因素,提出了灾害治理与土地开发利用相结合的新思路,遵循谁治理、谁受益的原则,由市政府规划并在政策上给予优惠,针对不同灾害类型采取不同的治理与补偿措施,调动各方面的积极性,全面实行有偿治理的防灾减灾战略,实现可持续发展.

THE CHARACTERISTICS OF GEOLOGICAL HAZARDS AND DEVELOPING PREVENTATION STRATEGY IN LANZHOU URBANIZATION

It is analyzed that the status quo, distributing characteristics, hazard types,inducing causes of geological hazards formed by harmful geological conditions, effect of different kinds of water, human activities etc, according to author's investigation and study of the hazards, such as landslides and debris flow in Lanzhou City. A new thinking combining bringing hazards under control with land development and use has been raised that accords with the principle of who's control and who's benefited. For bringing every positive factor into play, the municipal government can recompense by transfer the possession of different form of land in accordance with the seriousness of the hazards and the scale of control engineering in order to accomplish the strategy of preventation and reduce natural adversities, finally achieving the goal of bringing about sustainable development.
