| Abstract: | During rural libraries＇ development, government possesses responsibilities in two aspects： one is to make value orientation for rural libraries, and fully understand that developing the rural libraries is an objective requirement of the construction of new countryside, and the other is to provide an institutional guarantee for the development of rural libraries including institutional supply, institutional implementation and institutional surveillance. |
