南昌与同类城市人才政策比较研究

人才是技术革命和知识经济背景下的重要战略资源,各地政府频繁推出各类人才政策以吸引、聚集各类人才,引发了激烈的人才争夺战。本文基于内容分析法,比较南昌、长沙、合肥三地政府出台的高层次创新创业人才政策以及针对其他类型人才的激励政策,主要包括创新创业奖励（资助）政策、人才购（住）房补贴政策、子女入学政策、落户政策等。研究发现南昌在对高层次创新创业人才的政策支持力度更大,在对大学生、青年人才、技能人才等的激励上政策优惠面广、灵活性强,相对而言具备一定的优势。但是南昌市人才政策也存在对于新引进人才绩效评价机制不够完善、未兼顾人才“激励”与“社会公平”等问题,还需要学习和借鉴其他城市的先进经验,进一步优化和完善。

Comparative Study on Talent Policy in Nanchang City

At the background of technological revolution and knowledge-based economy,talent is an important strategic resource. It is of great significance for promoting regional economic development to find out the differences and problems of policies among regions and put forward corresponding policy suggestions by comparing the talent policies issued by governments of different regions. Based on the content analysis method, this paper compares the high-level innovative and entrepreneurial talent policies issued by the governments of Nanchang, Changsha, and Hefei, as well as, the incentive policies for other talents. The research finds that Nanchang''s policy has greater support for high-level innovative and entrepreneurial talents. In terms of incentives for other talents, the policies are wide-ranging and flexible, and relatively speaking, it has certain advantages. However, Nanchang''s talent policy also has problems such as insufficient performance evaluation mechanism for newly introduced talents, and failure to take into account talent "incentives" and "social justice". It is necessary to learn the advanced experience of other cities to continuously improve Nanchang''s talent policy.
