“争创先进连队，争当优秀士兵”和“创先争优”是基层部队必须努力搞好的两项重要活动。要使这两项活动卓有成效，就必须做到：把握两者“既有联系、又有区别”的特点，防止顾此失彼；把握活动“重在经常、连贯持续”的特点，防止降低标准；把握活动“机关指导、重在基层”的特点，防止放任自流。

Two activities such as ＂striving advanced company, striving to be excellent soldiers＂ and ＂being excellent＂ are very important to the grass-roots forces. The essence of carrying out the two ac- tivities effectively it to grasp their characteristics. The two activities have some connections as well as differences. It makes no sense to have one without the other. The two activities should be conducted frequently and consecutively, and a safeguard has to be taken against lowering the helding standard. The two activities are mainly organized among the grass-roots units and should be guided by the lead- ing bodies to avoid the lack of managment.
