陕北地区生态修复与粮食安全分析

生态修复是指利用自然界的自我修复能力,在适当人工措施辅助下,恢复生态系统原有的保持水土、调节小气候、维护生物多样性的生态功能和开发利用等经济功能。生态修复工程给黄土丘陵区提供了一次难得的生态重建历史机遇。粮食供需的总量平衡是我国面临的巨大的问题．且在人口净增长达到由正变负的拐点之前,问题的艰巨性将与日俱增。基于粮食问题是我国的根本问题,本文以生态修复学的基本原理为指导,利用生态经济学的基本观点,回顾了黄土丘陵区产的发展历史,探讨了生态修复过程中的粮食生产潜力;在此基础上,根据当地经济发展规划和远景目标,提出了相应的发展对策：稳住粮田面积、强化基础建设、加大投入力度、积极推动粮食产业化、控制人口增长、提高思想认识。

Analysis of Ecological Rehabilitation and Food Safety in Northern Area in Shaanxi

Ecological rehabilitation, with the development of appropriate artificial measures, utilizing the natural remediation ability to restore the economical function of exploitation & utilization and ecological function of eco-system such as soil-water conversation, adjust climate, maintain bio-diversion. Ecological rehabilitation is a rare historical chance for the Loess hill. The large problem that our country confronts is the total balance between supply & needs of food, and it will increase with the development of population. Food is the basic problem in life. In this paper, use the basic principle of ecological rehabilitation science, utilize the basic point of ecological economic science, look back the history of Loess hill, discuss food produce potentiality in the process of ecological rehabilitation. According to the local economic development program and future objects, some relevant method was suggested: keep farmland area, strengthen basic construction, increase devotion degree, promote food industrialization, control the increase of population, heighten consciousness.
