| 摘 要： | 组织高效能运作的基础是与其使命环境相匹配，或者说适应其使命环境。因此，设计与使命环境适应的组织是组织设计研究领域的难点和重点．本文通过对C2（command and control）组织基本概念的定义，在C2组织描述的基础上，对C2组织的设计提出了新的方法，并对其设计方法进行了分析论证．

| Abstract: | Organization performs well only when the organization matches with its mission environments,so it is the emphasis and difficulty for organigation designing to design organizations matched with its missions.Basic conceptions about C2(command and control) organizations are defined,and C2 organizations are described,on which a new approach to design C2 organization is analyzed and demonstrated. |
