论公民有序参与社区治理及其模式创新

中国现代民主政治建设不仅需要公民的有序参与,而且需要社会管理及社区治理模式的创新。在评述公民有序参与社区治理研究的基础上,分析了目前中国公民参与社区治理面临的经济发展水平、文化因素、外在动力机制和法律法规等四个方面的现实困境,从政府如何加强公民参与意识的培养、构建公民有序参与的文化和制度,完善法律法规以及加强社会管理等层面,探讨了公民有序参与社区治理及参与模式创新的基本途径。

Citizens Orderly Participation and Community Management Mode Innovation

Chinese modern democratic political construction requires not only the orderly par- ticipation of citizens but also the innovation in social management and community governance model. The paper starts with a review of researches into citizen participation in community governance, then probes into problems concerning citizen participation in community govern- ance from the aspects of economic development, culture, external dynamic mechanism and laws and regulations, and finally presents a community governance model, covering the cultivation of citizen participation consciousness, the construction of citizen orderly partic- ipation, the perfection of laws and regulations and the enhancement of social management.
