论新农村建设的制约因素及促进措施

近年来中国社会主义新农村建设取得了一系列重大成就,但同时也出现了一些不容忽视的问题。阻碍新农村建设良性发展的主要制约因素可归纳为三个方面:农业弱质性与市场风险性制约着中国农业经济的发展;二元经济结构的长期存在与转换迟滞,阻碍了传统农业向现代农业的历史转换过程;人多地少的现实国情,是中国新农村建设的硬性约束。通过对制约因素的分析,提出了促进新农村建设的相关措施:加快农业科技进步,提高农业竞争力;提高农村人口素质,培养新型农民;以城带乡,加快推进城乡一体化建设的步伐;立足乡土,增强农村自身发展能力。

Restricting Factors and Promotion Measures of the New Rural Construction

In recent years, Chinab socialist new rural construction has made a series of great a- chievements, but there still exist some problems that can not be ignored. The major factors which have hindered the healthy development of new rural construction are as follows ： First, the weak nature of agriculture and market risk restrict the development of China~ agricultural econo- my; secondly, the long existence of dual economic structure and conversion tardiness hinders the historical conversion from traditional agriculture to modern agriculture; Third, big population and little land rigidly constrains China~ new rural construction. Through the analysis of the con- straints above, the article puts forward the following measures to promote the new rural construc- tion： accelerate the progress of agricultural science and technology and improve agricultural com- petitiveness; improve the quality of rural population and train new peasants; urban areas should drive rural areas to accelerate the pace of urban -rural integration and strengthen rural self- development capability.
