| 摘 要： | 本文提出发展中国科学事业所需的四个非客观物质设备方面的主要社会条件:要有自由安定的小气候;善于从不利大气候中求有利的小环境;保证连续不断的研究时间;尊师重道及尊重人才。文章讨论了充分发挥中国科学家创造才能的基本保证。

| Abstract: | In this paper the authers put forward four main social conditions needed for development of Chinese sciences. Namely,
there must be a free and stable microclimate and must be good at seeking the favourable microclimate from unfavourable
macroclimate: ensuring the continuous and uninterrupted research time; respecting the teacher and valuing the knowledge;
and honouring the persons of ability and talents. The poper has dicussed why these conditions are hasic guarantees for ful-
ly encouragjng the creative talent of chinese scientific and technological intellectuals. This work is supported by the Na-
