摘    要:中国正处在经济和城市化迅速发展的时期,中国的土地供求关系是人多地少,中国城市房地产市场不可能是一个“完全竞争”的市场。保障和改善百姓的居住生活条件是实现基本人权的重要方面。因此,要实现百姓居住权,应该建立完善以保障80%以上百姓居住权利为目标的经济适用房制度,建立一系列相关的土地供应、建设、配售、使用、转让配套政策,抑制房地产市场的过度投机,保持城市房地产市场的稳定发展。

Abstract:China is in rapid economic development and urbanization period, the land supply and demand is densely populated, urban real estate market in China is not going to be a "full competition" in the market. Protecting and improving people's living conditions is an important aspect of the realization of basic human rights. Thus, in order to achieve population residency should be established to protect the population live more than 80% of the rights to the goal of housing system, the establishment of a series of related land supply, construction, sale, use, transfer supporting policies to curb excessive market speculation and maintain the city property market stability and development.
