中国国情与房地产制度建设的问题、对策

中国正处在经济和城市化迅速发展的时期,中国的土地供求关系是人多地少,中国城市房地产市场不可能是一个“完全竞争”的市场。保障和改善百姓的居住生活条件是实现基本人权的重要方面。因此,要实现百姓居住权,应该建立完善以保障80％以上百姓居住权利为目标的经济适用房制度,建立一系列相关的土地供应、建设、配售、使用、转让配套政策,抑制房地产市场的过度投机,保持城市房地产市场的稳定发展。
