全球化为当代民族冲突创造了新的激励结构。全球化带来两个方面的影响：国家能力分化以及权力的政治基础和经济基础的分离。国家部门的、地域的以及社会的分化凸显对于某些民族的歧视性的经济政策和政治表达结构。民族冲突是治理和制度危机的信号，民族冲突管理应该把以国家为中心的干预策略转变成以治理为中心的干预策略。

Globalization, State Fragmentation, and Ethnic Confrontation

This article focuses upon globalization that is a new factor contributing to ethnic conflicts. It identifies some of the globalization forces that influence the dynamics of ethnic conflicts in multi-ethnic divided societies. The key factor that intermediates between the transnational forces of globalization and the grass roots ethnic groups is state fragmentation, which further facilitates ethnic conflict and nationalist movements. This study suggests three types of state fragmentation, where globalization undermines state capacities and creates a legitimacy crisis, fuelling nationalist movements. The paper concludes with policy recommendations that presents a governancefocused intervention strategy.
