黄河源区退牧还草工程生态绩效与问题

采用实地调查和参与式访谈相结合的方法,对黄河源区退牧还草政策的生态效益、当地居民.对政策的响应以及牧民生计的研究发现,黄河源区的牧民已经认识到了天然草地退化的严重性,能够顾全大局实施退牧还草工程.然而,由于缺乏牧民的广泛参与,政府的补偿政策缺乏灵活性、补助标准低,移民安置和替代产业方案实施效果不理想.虽然退牧还草工程取得了阶段性生态效益,却影响了牧民的生存和发展,大部分牧民认为他们的利益没有得到保障,希望返回草原生活.因此,为保证黄河源区退牧还草政策的持续性,建立多元化的生态补偿机制是政府的必然选择.

Ecological performance and sustainable problems with the grazing forbidden project in the resource regions of the Yellow River
