政府责任视阈下高等教育入学机会的城乡均衡发展研究

高等教育城乡入学机会的差距问题一直是教育公平的重要内容。在高校扩招后，高等教育系统中农村学生总量有所增加，但是其分布结构却出现了严重失衡——重点大学中农村学生比例不断下降。对此笔者从公共政策角度寻求原因，并提出缩小高等教育入学机会的城乡差距，政府必须转变教育政策的基本价值观、均衡发展城乡基础教育、改革高校录取招生制度等等。

Research on the Balanced Development of Urban and Rural Students’ Access to Higher Education in the View of Government Responsibility

The difference in the chance of receiving higher education for rural and urban students is the most important issue of education equity.After the enrolment expansion,the number of rural students increased in colleges.But the students’ structure is unbalanced,showing that the proportion of rural students in key universities reduced.This article seeks the reasons for it from the view of public policies,considering that the government must change the basic value of educational policies,develop elementary education in urban and rural areas and reform the college enrollment system to narrow the gap for rural and urban students to receive higher education.
