作为公共教育事业的管理者,教育行政人既非纯粹的工具人———执行人、官僚人,也非追求自身利益最大化的经济人,他们是价值负荷人。其原因就在于教育的本质与社会公益性、教育行政人的自主性与自由裁量权的存在以及法律、制度的不足。做一个＂好的行政人＂,是教育行政人道德责任的必然诉求。

On the Moral Responsibility of Educational Administration Staff in the View of Public Management

As managers of the education business,administration staff are neither the pure tool men—the operators and the bureaucrats,nor the economic men who are eager to pursue the maximization of interests,they are the value bearers.The reasons lie in the follows: the essence of education and the social public nature,the independence of educational administrative staff and the existence of discretion,as well as the deficiencies of the law and institution.Being a good administrative person is the necessary requirement for moral responsibility of educational administrative person.
