| 摘 要： | 根据创新生态向创新生态系统的演进，指出科技创新治理由此勃兴。从创新生态系统3个主要特征出发，指出技术、组织和机制是影响科技创新治理效能的3个关键因素，并进一步提出要增强使能技术、进化型组织、政策企业家在中国科技创新治理过程的探索实践。

| Abstract: | According to the trend of the evolution from innovation system to innovation ecosystem, this article points out that science and technology innovation governance is being flourished. Starting from the three main characteristics of the innovation ecosystem, this paper argues that technology, organization and mechanism（TOM） are the three key factors that affect the governance efficiency of scientific and technological innovation. And it suggests to strengthen the exploration and practice of enabling technology, evolutionary organization and policy entrepreneurs in the governance process of scientific and technological innovation in China. |
