| 摘 要： | "网络反腐"是社会力量运用网络平台对权力进行监督和制约的一种方式;社会力量中的公民个人在反腐过程中难以形成对权力"相对强"的"控制",因此必须依赖社会组织的力量;为避免社会组织的力量导致"多数人暴政",社会组织之间也应相互制约。

| Abstract: | Abstraet：Internet Anti-corruption is a way that the Social forces use Internet to supervise and restrict Pow- er. It is difficult for individual Citizen to be formed ＂relatively strong＂ ＂control＂ on the Power in the anti-corrup- tion process, Therefore we must rely on the forces of the social organizations; In order to avoid the forces of social organizations leading to the ＂Tyranny of the majority＂, Social organizations should also be checks and balances.
