党的第一、二两代领导集体，在正确处理人民内部矛盾已经作出了历史性贡献，为新时期解决好人民内部矛盾奠定了坚实的基础。党的第三代领导集体，高举毛泽东思想和邓小平理论伟大旗帜，与时俱进，进一步深化了对正确处理人民内部矛盾重要性的认识，在“三个代表”重要思想指导下，通过西部大开发，“以法治国”与“以德治国”相结合，以及一系列方针政策，为正确处理市场经济条件下的人民内部矛盾开创了崭新的局面。
