城乡一体化视野下社区治理中公民参与问题与对策

当前,我国城乡公民参与社区事务的广度和深度都还不够,客观上存在着外部环境阻碍公民参与、社区自组织及公民的能力和素质不能满足公民参与的需要等问题,这与社区治理的客观需要不相适应。在我国城乡一体化的背景下,公民参与的实现有赖于从宏观着眼、统筹城乡社区治理及公民参与的制度设计,有赖于在此前提下公民参与法治建设的推进、政府职能的转换以及公民意识和能力上的提高。

THE PROBLEMS AND COUNTERMEASURES OF CITIZEN PARTICIPATION IN COMMUNITY GOVERNANCE IN THE VIEW OF URBAN AND RURAL INTEGRATION

At present, The breadth and depth of Chinese citizen to participate in community affairs is not enough. There objectively ex- ists some problems, such as the obstruction of external environment, also the organization of the community and the citizen＇s ability and quality can not meet the needs of the citizen participation. All of these cann＇t be compatible with the objective demand of the communi- ty governance. Under the circumstance of urban- rural integration, the realization of the citizen＇s participation depends on the system design of balancing urban and rural community governance macroscopicly, depends on the advance of legal construction which the citi- zens to participate in, also the transformation of government functions and the improvement of citizen consciousness and ability.
