摘    要:事业单位人事制度改革的中心在于转换机制,要在建立科学的分类管理体制的基础上,积极建立以聘用合同制为主要内容的竞争上岗机制、以岗位工资为主体的工资分配激励机制和职工“能上能下、能进能出”的人员流动机制。

Abstract:Mechanism transformation is central to reform of the institutional personnel system.Based on establishing a scientific system of classification management,We need to establish a mechanism of competition for post with contract employment system as its focal point,An incentive mechanism of salary distribution with post pay as its principal part,and a mechanism or employee flowage with its employees ready to accept and post available to them and take the interests of the whole into account.
