| Abstract: | The scientific and technical innovation in higher education is an important part of our nation's innovative system. To implement the scientific and technical innovation in higher education, we should make great effort to develop the scientific and technical industry in the higher education, and improve its innovating ability; strengthen the cooperation of production, learning and research , and realize the unification of science , technology and economy; accelerate the industrialization of the achievements in scientific research , and heighten the rate of transformation of scientific research achievements. |
