论学术期刊收取版面费的不违法性与合理性

版面费的问题一直受到人们广泛关注,也给社会带来了一些负面影响.根据国家现行法规和学术期刊出版实际情况,从法和理两个角度对学术期刊收取版面费的问题进行了分析,认为在现实学术期刊“非事非企”的情况下,收取版面费既不违法,也有充分的合理性,有利于出版活动的正常进行.但是,针对“乱收费,滥收费,高收费”等现象,国家应该出台关于学术期刊收取版面费的规定和标准,并要建立健全监管机制和加强监管力度,使学术期刊收取版面费真正做到合法化、合理化、标准化.
