| 摘 要： | 入世步伐的加快为中国庞大的烟划业市场正在进行的改革增加了紧迫感。与跨国公司的直接竞争和面对新的市场机遇的前景形成巨大的压力，迫使他们把自己的内部机制理顺。中国面临的挑战是众所周知的：实际的生产能力过剩，品牌数量多，但各个品牌的产量相对较小，仍然落后的工艺技术和假烟泛滥的问题。
