香港滑坡/泥石流灾害及其治理系统

滑坡/泥石流是很多国家和地区困扰多年的地质灾害问题,往往造成严重的人员伤亡和巨大的经济损失.在香港地区,由于其特有的地理位置和地理环境,这方面的问题尤为突出,因而香港政府每年都要投入大量的人力物力对边坡进行治理,以减轻和避免滑坡/泥石流所带来的灾害.文章拟对这方面的工作进行评述与介绍,并通过一些滑坡案例对香港行政区域内的滑坡规模和基本成因进行基本的阐述,介绍香港政府为治理滑坡所采取的管理方法、相应的政府架构以及政策方面的措施.

Landslide and its preventive/mitigation system in Hong Kong

Hong Kong is particularly prone to landslides and has faced up to the problems by carrying out a massive slope-engineering programme.In the paper,the scale of the problem of landsliding in Hong Kong has been described and the fundamental causes have been illustrated by case examples.There is an extensive programme whereby all new slopes are checked,old slopes are inspected,ranked with respect to the seriousness of the risk and upgraded as necessary.In addition,the system of standardization,routine checking and programmed upgrading in Hong Kong has been introduced in this paper.The authors tried also to explain the importance of such kind a system and the key role of the system is taken in the modern society.This system is no longer only a topic in the academic forum but also the involvement of the local authority of government,many geotechnical consultants and contractors,estate developers and even private owners.
