国家石油储备基地落户舟山海岛的研究

我国国民经济和社会发展第十个五年计划中，提出要充分重视建立与国力相适应的石油战略储备。石油战略储备，事关国家与产业安全。目前我国石化企业的石油库存量与美国、日本等发达国家相比，存在着较大的差距，抵御国际石油市场冲击与能力较弱；并且在我国经济强劲增长的拉动下，未来石油及石油产品的需求会有较快增长，石油进口量也将不断增加。为此，有必要加快建立国家石油战略储备和企业商业储备，形成中国的石油储备体系。储备进口原油基地，应在我国沿海具有深水港口条件、并能将储备的原油经济、方便地送往炼油厂的地区优先布局。

In the 10th 5-year civil economic and social developing program, the importance to establish a strategic oil storage which is adapted to our nation's power is put forward.The safety of nation and industry counts on the national strategic oil storage. Comparing with the capability of oil storage in America and Japan shows that there are wide difference existed between our country's petrochemical enterprises and above developed countries. The capability to resist the impact of international oil market is quite weak. By the drive of the strong economic rising, the oil import will constantly mount due to the increasing requirement of oil and oil products in future. Therefore, it is necessary for China to set up the national and industrial commercial oil storage in faster step in order to form the oil storage system.The bases for storage of imported oil should be first set up in the areas along the coast, where the deep berth is located and the storage oil can be delivered to the refinery economically and conveniently.
