输煤与输电环境效益比较分析

摘    要:通过铁路、公路、海运运输和通过电力网络输电是煤炭转化为清洁电能的两种主要方式。输煤与输电两种不同能源运输方式对环境污染产生不同的影响。考虑量化输煤与输电的环境价值,首先对输煤与输电环境污染分析,建立了输煤方式和输电方式污染物排放量计量模型;然后根据防护费用等来间接评估污染物的环境价值,构建了较完整的输煤与输电环境效益模型;最后以某条特高压输电工程为例,对该工程环境效益进行评估,具体量化了输煤与输电环境效益模型之间的关系,为计算输煤与输电环境效益提供参考。

Abstract:Coal transportation by railway, highway or sea and power transmission are the two main ways for coal converting into clean energy. Two different energy modes of coal transportation and power transmission have different effects on environmental pollution, With consideration of the environmental value of coal transportation and power transmission , firstly, the environmental pollution about coal transportation and power transmission are analyzed, after that, the pollutant emissions models about coal transportation and power transmission are established. Then , assessing the environmental value of pollutants indirectly based on protection fees, more complete environmental benefit models are built. Finally, the environmental benefit of one ultra high voltage power transmission project is evaluated, which quantify the relationship between coal transportation and power transmission. The paper provides a reference for calculating environmental benefits about coal transportation and power transmission.
