"城中村"社区治理是我国城市基层行政管理的一项重要任务。但是,"城中村"社区治理过程中存在一些难以解决的社会问题,城乡二元管理体制的隔阂、社区外援推力有限和内源动力不足是其问题产生的根本原因。实现社区善治,必须冲破体制束缚、积极营造社区健康发展的体制环境;培育公民社会,增强社区意识,增进社区内原动力;加强政府有效管理,努力创建生态良好、安定有序的"城中村"和谐社区。
