| 摘 要： | 宾县二龙山水库流域作为风景旅游区，其生态环境建设无疑对本区可持续发展有重要的意义．但在战略实施过程中，同样会出现一些环境问题、经济问题、管理问题等，为从战略源头控制环境问题的产生，避免或减缓决策失误对周围环境带来不利影响，有必要对一些项目规划作战略环境影响评价(SEA)．本文简要介绍了二龙山水库流域生态环境建设与SEA的关系．

| Abstract: | Erlongshan reservoir in Binxian being a tourist spot, there is no doubt that its eco-environment construction has important significance on sustainable development of this area. But in the course of carrying out the strategy, there will be some environment problem, economic problem, management problem and so on. It is necessary to make SEA for some project planning. In order to control the cause of environment problem from strategy origin, avoid or retard the effect for environment around there by misjudge. The relationships between eco-environment construction and SEA of Erlongshan reservoir watershed are present. |
