In the construction of Silk Road Economic Belt and the 21st-century Maritime Silk Road, the northeastern trans-territory ethnics should inherit and creatively develop their own excellent traditional cultures and play a greater role in their communications by doing their best to give full play to the functions and advantages of the marginal cultures including communicable language, culture, custom and religion among China, Russia, Korea and Mongolia under the safeguard of national cultural security.
