| 摘 要： | 我国减灾工作历史可分为经济性减灾，半经验半理论性减灾和综合减灾三个阶段。４０多年来逐步形成和发展的纵向分散减灾管理体制，取得了巨大的减灾成就，但现行减灾管理体制不能适应社会经济发展对减灾工作的需要，提出了调整设想。

| Abstract: | The history of natural disastet reduction work in China is long, it is divided into third stages, they are the empirical natural disaster reduction period, semiempirical-semitheoretical disaster reduction period, and integrated disaster reduction period. The disaster reduction mamagement system which is progressivly formed and developed during over 40 years and characterized by department scattering and verical has achieved coniderable success in the disaster reduction dependiog mainly on the leadership of the Communist Party of China and the superiship of the socialist system. The reform of existing management system of disaster reduetion and the requirement of disaster reduction work form the further development of society and economy in China. |
