水库移民收入恢复目标值的确定方法与探讨

由于水库建设引起了农村非自愿移民的搬迁，探讨移民搬迁后人均纯收入恢复目标确定的差值法、比值法及频率法．差值法表示移民计算单元的人均纯收入与当地人均纯收入的差值始终保持一致，其人均纯收入增长速度往往要高于当地平均增长速度，比值法的假设是，移民计算单元人均纯收入的增长速度与当地的平均增长速度一致，以此来推算移民收入恢复的目标。频率法假设移民计算单元的人均纯收入在参照系中的排名始终保持不变，以此来推算移民收入恢复的目标．并结合某水库典型移民村的人均纯收入恢复目标进行实例分析，分别用3种方法分析移民村人均纯收入应恢复的目标值。

Methods for determining target value of income restoration of reservoir-induced resettlers

A discussion is made on three methods for determination of the target value of per capita income restoration of involuntary resevoir-induced resettlers after their relocation, including the delta method, ratio method, and frequency method. According to the delta method, the difference between the per capita net incomes of resettler calculation units and the local population is invariable, and the per capita income growth rate of resettlers is always higher than the local rate. In the ratio method, the target value of resettlers' income restoration is determined based on the assumption that the per capita income growth rate of resettler calculation units keeps accordance with the local rate. As for the frequency method, the restoration target of resettlers' income is determined based on the assumption that the per capita net income of resettler calculation units ranks invariably in the frame of reference. A case study is performed for a typical reservoir-induced resettlement by three methods to derive a reasonable target value of income restoration of resettlers.
